121 Compensation to the Participating Employer: In return for providing intensive supervision and training for the employee/trainee, the employer will receive compensation to subsidize the additional costs associated with training a new employee. This compensation to employers is provided as a reimbursement of wages to offset the costs of providing training. The employer agrees to provide instruction, equipment, and materials and the SNAP E&T OJT Program agrees to provide a reimbursement of 50% of the gross wages during the established contracted training period. Any overtime work or overtime training that an employee/trainee engages in during the established OJT contract period will not be reimbursed. The employer will be responsible for the remaining 50% of the employee/trainee’s wages for the duration of the OJT contract period. All reimbursements made to the employer must be supported by business receipts, time and payroll records, and other records normally retained by an employer. Reimbursement invoices and timesheets must be signed by both the employer and the employee/trainee. Copies of payroll records or paystubs including demographic indicators (i.e. name, last four of social security number, etc.), total number of hours worked during that pay period, and hourly wage) must be attached to the DSS Form 5003, On-the-Job Training Invoice & Attendance/Performance Record, for employer reimbursements.
Working Hours: All SNAP E&T OJT agreements are written for full-time work and full-time training, with full- time defined as 30 to 40 hours per week. The full-time work can be performed on any day of the week. OJT Placement Duration The OJT agreement may last up to six months depending on the training needs and as agreed upon on the DSS Form 5001, On-the-Job Training Employer Agreement. The OJT placement period is limited to the time required for an individual to become proficient in the occupation for which they are being trained, based on the employee/trainee’s previous skillsets and current labor market information for the local area of the OJT placement. The specific length of the OJT placement period will be identified on the DSS Form 5001, On-the-Job Training Employer Agreement, as agreed upon by the employer and DSS prior to beginning of participation. SNAP E&T OJT Effective Date The employee/trainee cannot start work or training until all parties have signed the DSS Form 5001, On-the-Job Training Employer Agreement and DSS Form 5002, On-the-Job Training Participant Agreement. The effective date of these agreements will be the future hire date for the employee/trainee. (If necessary, final approval of these agreements can be expedited.) Working Conditions Individuals trained under OJT are employees and are entitled to the same working conditions, benefits, and rights as similarly employed workers.
