PSP is an employment and training program that provides scholarships to SNAP recipients throughout the state for short term training and certification programs (less than one year). This scholarship covers tuition and books. Scholarships are not guaranteed. SNAP recipients must apply and be approved by SNAP E&T program area at the state office as long as funds are available.
2. SNAP E&T On-the-Job Training
On-the-Job Training (OJT) is a SNAP E&T vocational component that will allow SNAP E&T program participants (also referred to as employees/trainees) to acquire the training for occupations that have limited or no formal classroom training requirements or in which “hands-on” training is necessary to learn the job. OJT is a full-time training activity in the public or private sector that is given to a paid employee engaged in productive work and provides knowledge and skills essential to the adequate performance of the job. Employers Eligible to Participate in SNAP E&T OJT Private employers, public employers, public agencies and private or non-profit companies or corporations are eligible to participate as an employer/trainer in the SNAP Employment and Training OJT. Employers NOT Eligible to Participate in SNAP E&T OJT Employers may not participate in the SNAP E&T OJT program if the employer: 1. is in violation of federal, state or local labor laws; 2. is involved in a strike, lockout, or other unusual labor condition; 3. is a member of or employs a member of the employee/trainee’s immediate family:
SNAP E&T OJT Placement Standards: OJT Supervision: OJT participants must be regularly supervised by the participating employer (or responsible party at the employer’s designation). Supervision is defined by the employer and should be consistent with regular supervision practices as established by the employer. Compensation to OJT Employee/Trainee: OJT employees/trainees will be compensated by the participating employer at the same rate of pay, benefits, and periodic increases as other employees performing the same job function. Compensation to the employee/trainee will be at least $12.00 per hour. Wages are income paid by an employer to an employee for work the employee performs for reimbursement under the OJT placement period and wages may not include tips, commissions, or overtime. The employer shall provide the employee/trainee with Unemployment Insurance (UI) coverage and any other benefits required by law. The OJT employee/trainee will receive benefits at the same level and extent provided to other persons similarly employed by the employer.
