858 Chapter 4:Working with families • Section 14: Engagement in REP Services (07/2026) • Family Assessment; • Last application; • TRACS narratives or ONE case notes. When reviewing for ongoing safety concerns, review the prior six months in the case record. Each potential safety incident must be determined individually as to whether it’s a factor in the participant’s non-participation. Information from community partners (e.g., DV service providers, community action agencies, housing, etc.) or other agencies with which the participant may be working, should be considered when determining if the participant’s safety risk directly prevented them from participating in their FSSP. Note: The DV screening is important because participants currently experiencing DV, regardless of whether they have an open DV grant, are considered REP-eligible so we must determine if the non-participation was directly related to the safety risk. Their FSSP may consist of services to meet their safety needs such as family stability, housing, and safety planning with a DV advocate. ODHS re-engagement outcomes ODHS must make a determination based on all the information gathered during the re-engagement process. The team must decide whether the participant does or does not have good cause for missing an appointment or not participating in FSSP activities. The outcome of the re-engagement appointment must be clearly narrated in TRACS. In TRACS, clearly document the situation that led to the request for re-engagement, including: • The participant’s perception of the situation; • Steps taken to encourage re-engagement; • Findings of good cause or no good cause (even if the participant is now willing to re-engage); • Staffing with community partners; • Community visits or attempted visits; • Screenings completed (or offered); • Alternative resources offered or available to the participant; as well as • Any outcomes from previous re-engagement processes. Good cause determination The local re-engagement team determines the participant had good cause for non-participation: • Document the process and outcome in TRACS; • Do not apply a grant reduction; • Engage the participant in appropriate ongoing REP program activities; Things to consider while determining good cause:
