859 Chapter 4:Working with families • Section 14: Engagement in REP Services (07/2026) • Was the participant REP-exempt during the engagement period or during the re-engagement process? (REP exemption may not have been known to ODHS prior to the staffing.) • Was there a situation outside of the participant’s control that prevented engagement? • Did the participant have ongoing challenges in the following areas and ODHS failed to provide consideration, reasonable accommodations, or referrals:
Active DV (last six months);
Ongoing ME (with treatment);
Addictions (in treatment);
Learning needs / disabilities;
Physical health (participants or others in household). No good cause but no DQ The local re-engagement team is unable to determine good cause, however they will not be applying a REP disqualification at this time. For example: • The participant attended the re-engagement staffing and agreed to engage in the REP program. This outcome is known as “no good cause, but no DQ”. • Document the process and outcome in TRACS. • Do not apply a grant reduction. • Engage the participant in ongoing REP activities. No good cause determination, grant reduction The local re-engagement team determines the participant did not have good cause for missing an appointment or non-participation in FSSP activities. If the participant shows up to the re-engagement staffing and agrees to engage in REP services, follow the steps outlined in “no good cause, but no DQ” above. If the participant shows up to the re-engagement staffing and indicates they do not want to engage in REP services, continue with the disqualification: • Document the process and outcome in TRACS; • Take the steps in ONE to apply the JOBS/REP disqualification; • Narrate details and completion of JOBS/REP disqualification within ONE into TRACS narration When does the re-engagement process end? The re-engagement process ends when any of the following are met: • ODHS changes the participation classification of the disqualified individual to exempt; • An applicant who would be subject to a REP disqualification under OAR 461- 130-0330 withdraws the application before benefits are approved. • The disqualification was applied in error. Do not count that disqualification. • It becomes known that the failure to cooperate was based on previously unknown DV issues.
