827 Chapter 4:Working with families • Section 10: Support service payments (07/2026) Oregon Administrative Rule(s) 461-190-0211 — Case Plan Activities and Standards for Support Service Payments; JOBS, Pre-TANF, SFPSS, TANF Approval, modification, and denial of payment requests An individual may request a support service by phone, in person, in writing or by using the Request for Temporary Assistance for Needy Families (TANF) Support Services and Notice of Decision and Action Taken (ODHS 7822) form. When an individual requests a support service payment, ODHS has 30 days in which to make an eligibility decision if the individual is receiving ongoing TANF. ODHS should act as quickly as possible to either approve or deny a request for a support service payment. ODHS will make an adequate and timely support service payment available to individuals to ensure they are able to engage in activities. When a request for support services is received, the payment request should be entered into ONE and either approved or denied as soon as possible. There may be circumstances where ODHS does not have enough information to determine whether an individual is eligible for a support service payment. In those instances, it may be necessary to issue the participant a Request for Information (RFI) requesting the specific information or verification necessary to determine payment eligibility. In these instances, refer to the JOBS Support Services Guide found under the JOBS Program section of the TANF Staff Resources Page. Approving a payment Approving support services payments—such as transportation and employment-related expenses—is part of the family coach’s discussion with the participant. After discussing the request with the participant, the family coach determines the payment is: • Reasonable and lower-cost, and • Supports the participant’s goal and PDP These payments may be entered by authorized staff (family coaches, engagement specialists, or managers) and must be approved by leadership in ONE when appropriate. Support service requests are not required to be staffed with leadership before entry into the ONE system. Notices: ONE sends an approval notice to the participant when a request is approved in full. ONE sends a timely closure notice for recurring payments (more than 1 payment for the same purpose entered into the ONE system as recurring) when the timeframe indicated on the request is near.
