778 Chapter 4:Working with families • Section 2: Engagement in the JOBS Program (07/2026) Re-engagement is a process intended to encourage participants to engage in plan activities, we should always ensure that a participant is treated in a manner that aligns with our Agency’s Core Values, Mission, and Vision. The reengagement process is initiated when a concern related to the plan or participation in the plan has arisen. The process should be positive, participant focused and foster engagement in services. There should always be an emphasis on respect and understanding between all parties. The re-engagement process can be initiated by the participant, ODHS, ODHS contractor or a community partner. It is a team approach designed to holistically engage the JOBS-eligible participant in JOBS related activities and possible wraparound services. The team is composed of the participant (and whomever the participant may identify as relevant to the process within their support network), and at least three ODHS department staff or designees. (e.g., Family coach, operations manager or lead worker, engagement specialist, child welfare, ODHS contractor representative, a neutral third party, etc.) related to the case plan or family goals. The re-engagement process is intended to: • Clarify ODHS’s understanding of the participant’s goals:
How do the planned activities support the participant’s goals;
What is not working for the participant and how we can improve it. • Identify what the participant believes could change to help them meet their goals; and • Identify what resources both the participant and ODHS can provide to support future participation. ODHS must provide the participant with a JOBS re-engagement appointment notice (7869) that must be mailed a minimum of 7 calendar days prior to the scheduled appointment. A copy of this notice must be saved to EDMS. Sending this notice gives the participant the opportunity to participate in the re-engagement process and allows the participant time to make arrangements or request accommodations timely. A copy of the notices can be delivered during a community visit, but this does not replace the requirement for mailing the notification. Note: It is possible that the conversation during the community visit may lead to a determination of good cause or engagement of the participant which would end the re-engagement process. ODHS must add re-engagement (RE) step to TRACS: • Planned start and end date must equal the date of the re-engagement appointment; • The description line needs to identify the time and location of the re-engagement appointment; • The updated PDP does not need to be mailed to participant, as they will receive a corresponding reengagement letter. The re-engagement (RE) step is used to track re-engagement outcomes. It allows a “data point” to compare reengagement outcomes. Re-engagement appointment/staffing The re-engagement appointment provides the participants with an opportunity to share what has changed in their situation and what is preventing participation. This staffing provides ODHS a structured process of reviewing for possible limitations or challenges, and allows family coaches to provide resources, and encourage participation in their goals or with services.
