689 Chapter 3:Processes and procedures • Section 3: Issuance of benefits (07/2026) These SNAP Cash-Out benefits are cash benefits and may be used by cash withdrawals. When an individual’s status changes from SNAP Cash-Out individual to a regular SNAP individual, the case worker must explain how this change will affect their benefits. The head of household must choose between EBT Cash or Direct Deposit. Cash-Out individuals may be exempted from EBT or direct deposit participation if, in the professional judgment of the case worker and supervisor, the SNAP Cash-Out individual has a medical or psychological condition (documented or not) that makes it very difficult for them to adapt to using an EBT card, and they do not have a bank account for direct deposit. Cash-Out payments are made the first of the month and are not staggered. When selecting the issuance method during initial eligibility in the Post Eligibility section by way of the Eligibility Determination screen you can choose either EB-Batch or EB-Real time for Cash-Out SNAP benefits to be issued via EBT. The other option for cash-out is Direct Deposit. Benefits will be issued to the EB cash account and not the food account. Direct Deposit is available only if ONE determined they are eligible for cash-out. SNAP Cash-out and Address Confidentiality Program Whenever we indicate in ONE the Address Confidentiality program (ACP) on the Case Address screen ONE will think the household resides in Marion County and therefore will determine not eligible for cash-out. If a household in ACP meets the criteria for cash-out please send an email to SNAP Policy requesting the payments be intercepted and flipped to cash-out. If later they stop being eligible for cash-out send another email requesting this intercepting to stop. To issue using EBT To use the EBT issuance method, code the case the same as all other SNAP cases. The individual must have an active EBT case and an EBT card. You can view if a case is a cash-out case by viewing the EDG Summary screen for the latest SNAP issuance. From the Case Summary screen, expand the Currently Associated EDGs and click on the blue hyperlink for the SNAP EDG. The cash-out status is on the far right of the EDG Summary screen. If the case is a cash-out case, it displays “Yes” under cash-out. If the case is not a cash-out case it will display “No”. To issue using direct deposit To issue using Direct Deposit the agency must set it up and test it with the bank before issuing any payments this way. This is called a Pre-note. Follow the sign-up procedure for direct deposit as follows: • The branch will give a Request for Direct Deposit — A Safer, Easier Way to Put Your Benefits in Your Bank Account (AFS 7262) and a pre-addressed, postage-paid envelope to any new or ongoing individuals who want to sign up for direct deposit. • Individuals who want to use direct deposit complete the AFS 7262 or take it to their financial institution. • The bank, credit union or savings and loan enters the account number and routing number shown on the AFS 7262 and returns the form to the individual. • The individual then returns the direct deposit authorization to the address on the form using the pre- addressed, postage-paid envelope. • ODHS contracts with KeyBank to disburse payments through direct deposit. When KeyBank receives the account information, they send a pre-note to the individual’s bank to ensure the account is open, and all
