672 Chapter 3:Processes and procedures • Section 3: Issuance of benefits (07/2026) Other resources For more information on how to treat a filing group when head of household is deceased, refer to the QRG Add or Remove Member, Change Head of Household. For more information on the actions needed to the EBT screens see the EBT Card Issuance and Navigating EBT Screens, or Financial Clerk QRG. When an adult (not head of household) leaves the household When the head of household informs ODHS that an adult or other individual on the SNAP or TANF case has left the household, if that other individual has a SNAP or TANF EBT card, their EBT card should be cancelled as follows: SNAP: For EBT cards with only SNAP benefits, cancel the card on the date the action is taken when ODHS is informed that they have left the household. This is important; if the card is not cancelled and the individual uses SNAP benefits in the months after they have been removed from the SNAP case, ODHS is responsible and must replace those benefits used by the person who left the SNAP household. Example: Sandy and Jess have a SNAP case together where Sandy is the head of household. Sandy reports on June 13th that Jess has left the SNAP household. The worker takes action on June 15th to remove Jess from the SNAP case effective 7/1. The worker should also cancel Jess’s EBT card on June 15th, but failed to take that action, and in July, when Jess is no longer on the SNAP case, he uses Sandy’s July SNAP benefits. ODHS is not responsible for replacing June SNAP as Jess was still in the filing group. However, ODHS is responsible to replace the July SNAP benefits used by Jess, as he was no longer in the filing group or household in July. TANF: For EBT cards with only TANF benefits, cancel the card when the benefits fall below $10 or the end of the month that the individual was reported to have left the TANF household, whichever date is earlier. SNAP and TANF: For EBT cards with both TANF and SNAP benefits, when it is reported an individual with an EBT card has left the household, remove the individual from the SNAP household following timely notice, and notify the EBT coordinator or SNAP policy box to change Ben LVL from B to C on their EBT card. This allows that individual who left household to continue to access TANF benefits already issued, but they will not be able to access SNAP benefits issued in any following months. Coding the individual as C in DHR does not restrict the ability to use TANF benefits on the EBT card. At the end of the month, or once the TANF benefit balance falls below $10, whichever date is earlier, cancel the EBT card for the individual who has left the household. When an individual moves out of state; EBT The Oregon Trail Card can be used to access SNAP and cash benefits in almost all locations in the United States. When an individual leaves the state with benefits remaining, they will need to locate a retailer or ATM that accepts the Oregon Trail Card. Cash individuals If the individual does not have an active card or valid PIN and has only cash or SNAP cash-out benefits remaining, use the EBADJ (EBT Adjustment/Conversion) screen to convert the benefits. Issue a special paycheck using special pay reason code 5.
