671 Chapter 3:Processes and procedures • Section 3: Issuance of benefits (07/2026) When a program is discontinued, advise the individual to hold on to their card. If they reapply, they may be able to use the same card if they meet all the following conditions: • The primary payee for the case has not changed. • They still have the card and the card is still in good working order. If the EBT card can be swiped and they are able to get a balance inquiry, the card is in good working order. • The card is in active status (A) or inactive status (IA). (IA) status can be changed back to (A) status. If they do not meet any of these conditions, a new card must be issued to the individual. Cancelling an EBT card when the individual is deceased When benefits end because the only person in the SNAP benefit group has died The steps to take will depend on whether the benefits have been touched (partially used) or not: • If the benefits have not been touched, a worker with RACF authority needs to remove the balance from the EBT account on the EBT BENEFIT ISSUANCE screen. The worker will need to hold and cancel . • If the benefits have been partially used, remove the remaining amount using the EBT BENEFIT ADJUSTMENTS/CONVERSION screen and cancel the EBT card. When the head of household has died and there is another adult in the filing group of all programs present on the case Change the head of household to the remaining adult, which creates a new EBT record and a new EBT card will need to be issued for the new record. If there are still benefits on the old EBT record, add the new head of household as a payee to the previous EBT record and give them an EBT card for that EBT record as well. If there is no other adult in the filing group, and only children remain The balance belongs to the individual’s survivors on the case. Determine if ODHS should designate another filing group member as head of household or assign an alternate payee (please refer to the Emergency Payee guidance in Chapter 3, Section 3 of OPEN). The EBT card of the deceased person will be cancelled once a new EBT card has been issued to the new head of household or alternate payee. Note: The person marked as head of household must be a filing group member of every program received on the case. EG: 2 adults and 2 children are in the SNAP filing group. Adult 1 is the head of household. Adult 2 is not related to anyone on the case but does purchase and prepare together with Adult 1 and the children. This case has SNAP and TANF benefits. Adult 2 cannot be the head of household on this case as they are not a member of the TANF filing group.
