584 Chapter 3:Processes and procedures • Section 1: Acting on reported changes (07/2026) A filing group assigned to SRS must report: 1. By the 10th day of the month following the change: (a) When the gross income of the filing group exceeds the SNAP countable income limit (130% of the federal poverty level). (b) When a member of the filing group receives gambling or lottery winnings equal to or greater than the resource limit (see OAR 461-160-0015). (c) When work hours go below 20 hours per week for an able-bodied adult without dependents (ABAWD) who is subject to the SNAP Time Limits. When multiple changes are reported at the same time, they must be acted on together. See SNAP Income Changes EG. SNAP Filing groups certified to receive SNAP benefits for less than six months or that include a member working under a JOBS Plus agreement are not eligible for SRS. SRS is assigned to all possible SNAP cases. Please inform participants of their SRS reporting requirements during the interview. Once SNAP has been approved, the ONE system will send the NOE SNP-077 which also includes the SRS reporting requirements according to their household size. Individuals in SRS living in SNAP time limit areas who have been identified as ABAWDs also have to report when their weekly work hours (paid or unpaid) go below 20 hours per week. To inform participants that have ABAWD status of their SRS reporting requirements, ODHS|OHA provides them with the Simplified Reporting System for Able-Bodied Adults Without Dependents form (ODHS 0854). ODHS actions for Simplified Reporting System (SRS) cases Cases assigned to SRS receive certain protections from changes between certification and periodic change report times. Benefits may be changed for these groups during these in-between times only as follows: • The reported change is considered verified upon receipt. • The household requests a closure of benefits. • The individual reported information that results in loss of eligibility. • The individual reports and verifies income exceeding the SNAP countable income limit. When verification is received with the report of change, it is considered ‘verified upon receipt’. • When a SNAP household in SRS requests to add a new individual to the benefit group during a certification period and provides all the necessary information and verification. If the household does not provide all the information needed about the new member or does not provide verification of the new member’s income:
If the resulting change was not required to be reported, the individual will not be added to the SNAP benefit group and the benefit group will continue to receive benefits, or
If the resulting change was required to be reported the SNAP benefits will discontinue, with timely notice, for failing to supply required requested verification.
