556 (07/2026) Chapter 2:Eligibility • Section 10: Long-Term Care (LTC) services Individuals with behavioral health impairments can be eligible for OSIPM in any one of the following ways: • Assumed eligibility for OSIPM • Protected eligibility as a Pickle, DAC or widow/widower • The individual has a disability that meets the SSA definition of “disabled”, resides in a standard living arrangement and has adjusted income under the OSIPM adjusted income standard • The individual is working and is eligible for the Employed Persons with Disabilities (EPD) program, or • The individual is eligible to receive 1915(i) behavioral health services and meets all other OSIPM eligibility requirements for these services. Note: Just like EPD and MSP recipients, these individuals will be protected each year from January until the FPL income standards are implemented (usually March). BHI is a CE-eligible program. The protection that also applies to EPD and MSP recipients to prevent closures or reductions between January and March when the FPL income standards are implemented also applies to BHI if necessary to maintain coverage. Note: The local CBHS office updates the MMIS system with the behavioral health services Plan of Care (POC) for 1915 (i) behavioral health service eligibility, therefore you will not find it in CA/PS or in SELG An individual can be eligible to receive 1915(i) services and 20-Hour Personal Care services (SPPC), and in some cases I/DD or APD services simultaneously. These cases are captured on SELG. SPPC services (BPM) will not be in CA/PS, but other SPPC services should be (BPO for MAGI recipients or BPA for OSIPM recipients). Waivered service and 1915(i) service eligibility can impact the financial eligibility for Medicaid, so eligibility workers should check both MMIS and SELG. Remember that SPPC benefits do not entitle someone to a higher income standard; the person must be otherwise eligible for OSIPM or MAGI to receive these benefits. The Medicaid.gov website has additional information about 1915(i) services.
