555 (07/2026) Chapter 2:Eligibility • Section 10: Long-Term Care (LTC) services Coordination Planning and implementation of must be coordinated between all relevant ODHS|OHA staff (APD/AAA, CDDP or CIIS), other local human service agencies and any other providers as appropriate to meet the needs of the individual. Communication between eligibility workers and staff who determine service eligibility is essential to coordination at initial application, renewal and any time a change is reported or discovered. For I/DD services: If a family approaches the local office or ONE Customer Service Cetner with a request for I/DD services, they should complete the Medicaid application and be referred to the CDDP at the same time. The local CDDP contact information can be found at http://www.dhs.state.or.us/spd/tools/dd/directory.pdf When an individual receiving I/DD services changes addresses, service setting or reports any other change that may affect the medical case, I/DD case management staff should notify ODHS|OHA so the case can be updated. Note: Community Developmental Disabilities Programs (CDDP), brokerages and Children’s Intensive In-Home Services (CIIS) are ODHS partner agencies, which allows their program staff to report address changes for an individual. It is not necessary to obtain a Release of Information (ROI), Authorized Representative and Alternate Payee (MSC 0231) form or verify the address with the individual prior to updating ONE. See OEP- IM-22-021 for more information and instructions. When an individual with I/DD services is eligible for retroactive medical, becomes eligible for EPD or requires an immediate/retro adjustment in liability, the eligibility worker should email the TAU at dd-eligibility.enrollment@ odhsoha.oregon.gov as these changes require manual updates in eXPRS. Any other change that may affect services should be sent to the local CDDP office. Behavioral health (BH) service eligibility ODHS|OHA serves thousands of individuals with behavioral health (BH) impairments. These impairments can include such disorders as schizophrenia, schizoaffective disorder, bipolar disorder, and major depressive disorder, to name only a few. The Addictions and Mental Health (AMH) Division provides access to health, behavioral health and addiction services and support to many of these individuals through community behavioral health services while working in partnership with APD, who provides medical coverage to those who are eligible. Behavioral health services are provided under the 1915(i) state plan option. This is similar to the 1915(k) option but is specific to behavioral health services. This specific HCBS State Plan option allows for a higher income standard of 150% FPL in addition to other eligibility factors for individuals receiving 1915(i) services who do not otherwise qualify for OSIPM. Individuals receiving behavioral health services do not pay a liability. All other OSIPM eligibility criteria must be met. To qualify for behavioral health services, individuals must be age 21 or older and eligible for OSIPM. • Individuals receiving MAGI or HSD medical programs are not eligible for behavioral health services under 1915(i), but other funding sources may be available depending on their situation. Refer people seeking behavioral health services and receiving MAGI or HSD medical programs to their CCO, if enrolled, or Acentra Health if they are fee-for-service.
