554 (07/2026) Chapter 2:Eligibility • Section 10: Long-Term Care (LTC) services Medical transportation for DD children This process is under construction. For questions regarding how to submit medical transportation requests for children receiving DD services, email APD Medicaid policy. I/DD and nursing facility stays The PASRR II coordinator must be contacted via email at or.pasrr@odhsoha.oregon.gov to request and receive approval before a nursing facility (NF) plan of care (POC) can be opened in MMIS. The local APD/AAA office sets up the nursing facility service plan and POC for I/DD adults and children under age 18 if approved in the PASRR-II process. Individuals whose primary diagnosis is I/DD or a serious mental illness are not eligible for NF services if their needs can be met in the community regardless of age. To open nursing facility services ODHS/AAA must: • Receive approval for NF admission (an APD/AAA case manager or nursing facility staff must email or.pasrr@ odhsoha.oregon.gov to request approval). If approved, the ODHS/AAA case manager sets up the NF service payment. • If possible, contact the I/DD case management entity to coordinate dates. • Contact the TAU at dd-eligibility.enrollment@odhsoha.oregon.gov so they can remove the I/DD SELG coding.
The I/DD services and NF services cannot overlap. Note: The local ODHS/AAA office is responsible for managing the nursing facility services and closing when the individual returns to DD services. I/DD Patient Liability Patient liability is calculated the same way for people receiving I/DD services as APD services. The significant difference is the payment system • Liabilities (or offsets/pay-ins), for individuals who are required to pay them, are calculated the same as APD service individuals. Staff can use the SDS 0450 form to calculate the liability. Note: While individuals receiving supported living services may live in their own home, they are not exempt from service liability, which is calculated using the residential allowance. • For individuals receiving APD services, the CBC/512 payment system handles the service contribution. • For individuals receiving I/DD services, the eXPRS payment system handles the service contribution based on what is calculated in ONE. • For individuals whose services are provided in-home there is no liability.
