STEP is a collaborative program involving contracted service partners (STEP Providers), STEP Navigators, local ODHS Districts, and Central Office staff. It expands opportunities for SNAP participants by supporting enhanced or specialized employment and training services that go beyond what is typically available to the general public. Through the SNAP 50/50 reimbursement model, STEP helps community based organizations offer career pathway training and wraparound supports that make it easier for participants to move toward meaningful, lasting employment. Who is eligible for STEP? • Individuals who are receiving SNAP benefits. • Individuals who are 16 years of age or older. • Individuals who are not eligible for the TANF JOBS program due to one of the following statuses as determined by ODHS:

STEP Navigator Overview STEP Navigators support SNAP participants by helping them connect with employment, training, and education opportunities that can lead to long‑term stability. They work directly with individuals receiving SNAP and guide them through getting started with STEP, choosing the right services, and staying engaged. STEP Navigators receive referrals from many sources, including ODHS staff, community partners, and the participants themselves. They review each person’s information to confirm eligibility, verify registration in iMatchSkills™, and complete an employment assessment. This helps them understand a participant’s goals and match them with the STEP Provider that best meets their needs. Once someone is connected with a Provider, STEP Navigators continue to offer support. This may include helping participants stay motivated, identifying and addressing challenges, sharing additional resources, and working with STEP Providers to support successful engagement. STEP Navigators also attend local and statewide SNAP E&T meetings to stay connected with partners and ensure program consistency. In addition, they assist Providers by confirming eligibility and verifying hours for subsidized employment. Note: Because subsidized employment requires wage and hour verification, STEP Navigators use the FLSA (Fair Labor Standards Act) calculator to determine the number of hours an individual can participate
