462 (07/2026) Chapter 2:Eligibility • Section 6: Non-financial eligibility in subsidized employment before their SNAP closes. This is countable income on an individual’s SNAP case. Making a Referral to STEP • Information from ONE is sent to the Oregon Employment Department’s system, iMatchSkills™, every night. • When someone is approved for SNAP in ONE, iMatchSkills automatically receives the STEP referral and shows the individual’s STEP eligibility. • STEP Providers use iMatchSkills as their system of record to confirm eligibility and enter the services they provide. Refer to a STEP Navigator only when an individual: • Expresses interest in learning more about STEP, • Has questions about the program, or • Wants help choosing a STEP Provider. Navigators are the local subject matter experts, and part of their role is to talk with participants, answer questions, and help them determine which STEP Provider is the best fit. Referrals to a STEP Provider can come from many sources, including: • Various ODHS staff, • TANF Family Coaches, • Front desk staff, • STEP Navigators, • Other STEP Providers, • Community partners, • 211, • SNAP participant making a self-referral. To send a referral to a STEP Navigator use your District’s designated email box: • The naming format is: ODHS-SSP-#.SNAPNavigators@odhsoha.state.or.us (You will insert the District number in the #) Please access SNAP E&T Conversation for staff talking points. Please access ABAWD/STEP Workflow and Referrals for additional information. Important: All individuals with an ABAWD status should be referred first to the ODHS ABAWD Team at SNAP. ABAWDTeam@odhsoha.oregon.gov. The ABAWD Team will help determine the next best steps for meeting ABAWD work rules. If an individual chooses not to participate in the ABAWD Program but is interested in STEP, they may then be referred to the local STEP Navigator. The Navigator will help them choose a STEP Provider that can work with them for up to three months until their SNAP case closes.
