SNAP The SNAP E&T program, established under the federal Food and Nutrition Act of 2008, provides Oregon SNAP participants with individualized, person centered, trauma informed services that help build the skills, training, and work experience needed to advance along a career pathway, secure living wage employment, and achieve long term economic stability while contributing to Oregon’s workforce system. Oregon delivers SNAP Employment and Training (E&T) services statewide through two voluntary programs: • STEP (SNAP Training and Employment Program), Oregon’s implementation of the national SNAP 50/50 program. • ABAWD (Able-Bodied Adults Without Dependents under 14) Program. The Oregon Department of Human Services (ODHS) oversees both SNAP E&T programs to ensure: • All eligible SNAP recipients can access suitable, culturally specific services. • Budgets and expenditures comply with federal SNAP E&T requirements. • Program administration remains consistent and compliant across the state. • STEP Provider contracts are properly executed, monitored, and supported. • Providers collaborate effectively to meet local and regional workforce needs. The SNAP E&T policy team within Central Office: • Manages all STEP and ABAWD Provider contracts. • Offers technical assistance to current and prospective STEP partners, and to ODHS leadership and staff across SSP, OEP, and APD/AAA. Individuals with an ABAWD status who choose to participate in SNAP E&T receive services through the Oregon Employment Department’s (OED) ABAWD Program (see page 471 for more information).
