454 (07/2026) Chapter 2:Eligibility • Section 6: Non-financial eligibility Note: Application fees may only be paid if they guarantee a child’s placement. See “Fees that cannot be paid” for additional details. Fees that cannot be paid include, but are not limited to, the following: • Holding/Waitlist Fees: required fee to hold a place “in line” for when a slot becomes available. • Monthly Service Fees: required monthly fee that covers costs like transportation, meals, diapers/pull-ups, wipes, time associated with changing the child, or other additional services offered by the provider. An example of monthly service fees is when providers charge an additional monthly fee for children who are not potty- trained. Required monthly charges should be included in the provider’s base rates. • Application Fees: required fee to begin the enrollment process. While slots may be available, the application fee may not guarantee placement. Application fees cannot be paid unless they guarantee a slot for the child(ren). • Incidental Fees: fee charged for late payments, early drop off, or late pick up. Typically, these are unplanned and are in response to a parent/caretaker not meeting the provider’s requirements. • Tuition fees: required fee typically associated with kindergarten through 12th grade private schools • Camp fees: required fee for camp activities located off site of primary child care provider. Covers expenses for things like day camp, summer camp, basketball camp, etc. Camps are not considered a “child care program” that can be covered by the ERDC program therefore fees associated with camps also cannot be paid. Often the child is not under the provider’s direct supervision or at the approved provider site while attending a camp. • Deposit fees: refundable fee that is required for initial enrollment. The deposit fee is typically meant to cover actual care during the first/last month with the provider and is usually credited towards the family’s first/last month of child care expense. These expenses would be covered by the ERDC monthly billings as long as the family remains eligible. They are not an eligible fee that can be paid. • Insurance costs: required fee that covers costs for things like liability and building insurance, maintenance, etc. If a payment request is made for a fee that is not listed here, or you have concerns about a fee that was requested (amount, type, appropriateness, etc.), please email the Child Care Assistance Program (CCAP) at ChildCare.Policy@ DELC.Oregon.gov for further guidance. Other resources See ERDC: Payment Process for Registration and Other Child Care Provider Fees in Legacy for information about registration fee payments made in Legacy, what they are and how to use them. ERDC child care billings (CCBs) Payments for ERDC are paid directly to the provider using billing forms issued by the Provider Pay (PP) and Service Authorization (SA) system.
