453 (07/2026) Chapter 2:Eligibility • Section 6: Non-financial eligibility guarantee a spot with a start date. (e.g., registration fee for a slot beginning September 1st can be paid as early as March 1st.)
Providers may receive payment for registration and other child care fees prior to being connected to the family’s ERDC case. Payment Process Registration and other child care provider fees are paid by completing the Authorization of Cash Payment (MSC 0437) form using pay reason code 96, and are administered by a branch financial clerk in a store front office (SFO). All fees over $200 per child must be staffed by emailing the Child Care Assistance Program (CCAP) at ChildCare. Policy@DELC.Oregon.gov. Staff should case note the child care fee being requested; details should include the type of fee, amount, how the fee was verified, and the start date of the guaranteed slot. Timeframe for caretakers requesting payment Caretakers can request payment for registration and other child care provider fees through the end of the month following the month the fee is incurred. When a caretaker requests payment for a fee beyond this time period, the request must be staffed with CCAP on an individual basis by email ChildCare.Policy@DELC.Oregon.gov. The ERDC program can only make registration and other child care provider fee payments to the child care provider. The ERDC program cannot reimburse caretakers directly for fees paid out of pocket. The ERDC program can cover qualifying fees already paid by a caretaker if the payment request is made no later than the end of the month following when the payment was made. The fee will be paid directly to the provider. The caretaker and provider must work together to determine how the provider will reimburse the caretaker. Verifying registration and other child care provider fees All fees must be verified before payment can be made. Verification may include any of the following: • Information from the provider’s website • An email from the provider • Written statement from the provider • Phone call with the provider • An invoice Allowable fees may include, but are not limited to, the following: • Registration/Enrollment Fees: required fee for initial or continuous enrollment that covers costs for things like uniforms, family welcome packets, parent handbooks, interview processes and paperwork. • Activity Fees: required fee that covers costs for things like summer activities, transportation and admission associated with field trips (e.g., the zoo, museum, movie theater, water park) and snacks/food while on a required outing.
