OSIPM This does not apply to OSIPM. HSD This does not apply to HSD medical programs. Payment process General payment provisions are as follows: • A payment is made only after the provider has met the listing requirements and is in approved status. • Child care payments are made directly to the provider. • Child care payments made to a provider are made on behalf of the family and do not constitute a contractual obligation or place DELC in an employer relationship with the provider. • Child care payments cover only child care already provided. • No provider payments will be authorized unless an approved primary provider has been designated. The primary provider is usually the one who provides most of the care. For ERDC, the primary provider is responsible for collecting the copay. • Payments are limited to the rates listed in this section of chapter 2. For license-exempt providers (FAM, QFM, NQC and QEC), payment will only be made for an eligible child for child care provided on or after the date the provider is in approved listing status. For licensed providers (RFM, CFM and CNT), child care payments can be backdated because the licensed provider has already completed a background check. Back pay cannot be allowed for licensed providers who did not meet ERDC requirements (failed, suspended, denied or collection status). A provider caring for an eligible child in the ERDC program may submit their billing form at the beginning of the month. Providers may bill in advance for hours the child is scheduled to be in their care for the month. A caretaker signature is not required on child care billing forms. However, the provider may ask a caretaker to sign to confirm the number of hours and amount being billed. Registration and other child care provider fees The ERDC program may cover the cost of registration and other child care fees for families receiving ERDC when the following criteria have been met: • The fee is required to obtain or maintain care • The provider is an approved ERDC listed provider (in approved status) and licensed with the Child Care Licensing Division as a Registered Family (RFM), Certified Family (CFM) or Certified Center (CNT) on DPPM. • The fee is required of the general public (e.g., private paying families), and • The fee is requested no more than six months in advance of the slot becoming available and the fee must
