163 (07/2026) Chapter 2:Eligibility • Section 3: Individual information Address fields for all programs are to be reviewed and updated when a change of mailing or physical address is reported. The HZIP system (in DHR) or USPS Look Up a ZIP Code can be used to verify the address and ZIP code. Some individuals will have special address coding that ODHS|OHA will use due to their unique situation. These specific situations are: • DND — “do not disclose” • DND is for safety purposes only and not for individuals who, for reasons other than safety, simply do not want to provide an address. • DND will only be used for cases with a safety concern, including but not limited to domestic violence and trafficking. • Below are the reasons why a worker would code DND: » The abuser is an employee of ODHS|OHA, » The abuser is a community partner or contractor and has access to ODHS|OHA systems, » The abuser is a member of the household (or “EDG” in ONE) and has access to case information, or » The survivor believes the abuser may have or may be able to “hack” into our systems and gain access to case information in ODHS|OHA systems. Note: Domestic violence shelters are all confidential. Within any system, never enter the DV business name or shelter location. • ACP — “Address Confidentiality Program”
ACP is only used for individuals who participate in ACP, which is a program determined and administered by the Department of Justice. More information about the program can be found on their website, here. What the ACP does:
The ACP enables survivors of domestic violence, sexual assault, stalking or human trafficking to keep their physical address confidential.
The ACP program participants are provided with a substitute address to use instead of their actual address.
The ACP receives participant mail and provides mail forwarding services, and
Participants may use the address for: » Delivery of first class, certified, or registered mail » Obtaining an Oregon driver’s license or ID card » Receiving or paying child support » Applying for a marriage licenses with their substitute address » Enrolling dependents in public school Participants will have an ACP ID card issued to them with the ACP post office box and their recipient number.
