Financial eligibility Resources OSIPM Resource computation for couples with an institutionalized spouse Example 1: Mr. and Mrs. Smith are legally married. Mr. Smith enters an adult foster home on October 5. At the time of entry into the adult foster home, the couple’s combined countable resources are $150,000. One year later, Mrs. Smith applies for OSIPM for Mr. Smith, the couple’s combined countable resources are $100,000. Mr. Smith’s gross monthly income consists of Social Security benefits of $1,300.00. Mrs. Smith’s gross monthly income is SSB of $2,025.00. Mrs. Smith’s rent is $600.00 per month. Mrs. Smith is entitled to the SNAP full utility allowance (FUA). How are the couple’s resources evaluated to see if Mr. Smith is eligible for OSIPM? Step 1: Determine Mrs. Smith’s community spouse resource allowance. Mrs. Smith’s resource allowance is the largest of the four following amounts: • One half of the couple’s resources at the time that Mr. Smith entered the adult foster home. This figure may not exceed $162,660. • $32,532 (The state community spouse resource allowance). • A court-ordered community spouse resource allowance for Mrs. Smith. • An amount that would generate investment income to help raise Mrs. Smith’s income to a computed monthly maintenance needs allowance.; i.e the amount required to purchase a single premium immediate annuity to make up the shortfall. Step 2: Determine one half of the couple’s resources at the time that Mr. Smith entered the adult foster home. Mr. and Mrs. Smith’s combined countable resources at the time Mr. Smith entered the adult foster home were $150,000. One-half of $150,000 = $75,000 (It does not exceed the maximum amount)
