1108 Chapter 7:Worker guides • Section 4: Child Care worker guides (07/2026) timely notice for a of reduction or closure of benefits. When a child who needs child care moves in with the filing group during the month, this usually requires taking action before the end of the month If the family’s provider is caring for the new child, the CCB will need to be canceled and reissued to add the child to the billing form. If the provider has already billed for the month, DPU may need to process an adjustment. E-mail DPU.ChildCare@delc.oregon.gov with a completed Child Care Connection Form to inform them of the change. If the new child is being cared for by a different provider, the provider must be listed and in approved status with DELC before billing forms can be issued. If the copay will go down, the lower copay will take effect the following month. The copay would not ordinarily be reduced on a reissued CCB unless the CCB was sent out before the worker had time to add the child to ONE. If the copay will increase because the child has unearned income, the copay should be increased for the following month only if there is enough time for timely continuing benefits notice. When possible, add the child to the case before the billing forms are issued on the 4th business day before the end of the month. This is when billings for the next month are issued. Taking action before ensures their name will be on the CCB for the following month. When a child who does not require child care or an adult joins the filing group They should be added to the case effective the first of the following month. If they do not have income, this will result in a lower copay. However, the CCB should not be canceled and reissued to the provider with the lower copay unless the family has expressed an inability to pay (must cause a difference of $25 or more to the copay) and the change was reported timely, within 10 days. The billing form may also be canceled and reissued if the worker did not have time to add the person to the case before the CCB went out and the difference in copay is $25 or more. To cancel and reissue a CCB, e-mail DPU.ChildCare@DELC.Oregon.gov with a completed Child Care Connection Form to inform them of any changes. You may also call DPU at 1-800-699-9074 with questions, or consult local branch leadership for guidance on how to e-mail DPU. If the person joining the filing group has income that will result in a higher copay Add the income to the case. The benefits will be changed depending on when there is enough time for a timely benefit reduction notice. If a person leaves the filing group and this will result in a lower copay: This change will take effect the first of the month following the month in which the change is reported. No notice is needed as this is an increase in benefits. Child care program forms
