DIVISION OF WELFARE AND SUPPORTIVE SERVICES Child Care Policy Manual If the adopted parents have an existing case for other natural or adopted children (traditional group set), they must be given the choice of adding the adopted child to that traditional group set at the subsidy percentage they are eligible for or to end child care for the other children and continue to receive 100% subsidy for the newly adopted child. All changes that are reported untimely must be evaluated for a possible IPV and/or overpayment. 522.3 Mass Changes The state or federal government initiates changes that affect all or many households. Mass changes generally occur in: ● Income eligibility standards; or ● State maximum provider rates; or ● Other eligibility criteria based on legislative or regulatory actions. Some mass changes, such as the income standards, are updated automatically and benefits are effective the date of the change. Cases may require the case manager to update manually. For manual updates, mass changes may be applied to the household on a flow basis (i.e. reported change update, reapplication or the next time the case is reviewed), unless otherwise specified. If the change affects the subsidy percentage, a NOA and Certificate (for Certificate cases only) must be sent to the customer and a Certificate (for Certificate cases only) or NOD must be sent to the provider. 522.4 Changes Affecting Funding Categories or Programs Changes reported in the middle of a certification period which necessitate the transfer of funding categories or programs are updated as follows: NEON to At-Risk or Discretionary: ● An application must be submitted within 30 days of the NEON/TANF grant ending (due to no fault of their own); Note: Applications received after the 30-day window will be processed as a new application.
