_____________________________________________________________________________ 643 DIVISION OF WELFARE AND SUPPORTIVE SERVICES Child Care Policy Manual If the Timesheet does not include all in and out times for the child, the provider will not be reimbursed for that day. In addition, if Child Care staff has reason to believe the child was in school during the reported period on the Timesheet, school attendance should be requested before payment is made. In the event the school attendance draws a red flag, the case will be referred to DWSS I&R unit and could result in a provider penalty and overpayment. If a parent/guardian fails to sign the Timesheet after the last day of enrollment, the provider can still request reimbursement if they provide supporting documentation as to the reason the parent/guardian did not sign. All attempts must be made to obtain the parent/guardian’s signature and Child Care staff must use prudent judgement to determine if the supporting documentation is acceptable. If supporting documentation is not available, the provider’s statement can be accepted; however, the reason for accepting the statement must be documented in the provider’s case notes. If a parent/guardian initials in the wrong column for a discretionary day, reimbursement can occur if Child Care staff validates the attendance with the parent/guardian and the contact is documented. Note: To avoid duplicate funding streams for the same child and having a child’s care paid for twice, if a child qualifies for both the Child Care Subsidy Program and the Nevada Ready! State Pre-K (NR!PK) Program, timesheets will be based upon attendance, and time should only reflect hours the child was NOT in NR!PK instruction (as the 25 hours of instruction that is covered by NR!PK a week will be deducted by the child care provider prior to reimbursement. The remaining hours that the child attended in a week will be paid for through subsidy funding and/or by the parent/guardian depending on their co-payment. Excessive Unexplained Absences Unexplained absences are unauthorized absences from care. Excessive unexplained absences are unauthorized absences from care for a period of thirty (30) calendar days during the certification period. Note: Clients using multiple providers may not claim discretionary days for days that care was received by another provider. Upon determination that a child has not attended for 30 calendar days, the Child Care agency must contact the parent/guardian the following business day, to notify the family of the possible discontinuation of assistance due to excessive unexplained absences. The following methods of contact must be documented: 1. Telephone call, and 2. Written correspondence, and 3. Email (if applicable). If the parent/guardian responds within 10 calendar days and provides a valid explanation of the absence, eligibility for assistance will continue through the certification period. If a response is not received within 10 calendar days, a notification must be sent to the parent/guardian and child care provider(s) that eligibility for assistance has been discontinued due to excessive unexplained absences effective the next administrative month, allowing for adverse action. 600-Provider Information [17] MTL 01/24 July 1, 2024
