_____________________________________________________________________________ DIVISION OF WELFARE AND SUPPORTIVE SERVICES Child Care Policy Manual 650 CHILD CARE PAYMENTS Child care payments are made based on the approved schedule for licensed and non-licensed (FFN) providers when: • The parent uses only one provider; or • The parent uses multiple providers with set schedules (example: uses a licensed center on weekdays and a FFN provider on weekends). Child care payments are made based on actual attendance when: • The parent uses multiple providers with varying schedules (example: uses a licensed center on some days and a FFN provider on others but the days can’t be determined in advance); • The Provider is prohibited from receiving payments that are not based on actual attendance (this must be determined during the provider registration process) or • If a child is dually enrolled in the Nevada Ready! Pre-K (NR!PK) Program and the Child Care Subsidy Program (see MS 642). Child care payments are made based on a slot when: • The child attends a Delegate Agency provider Exception: NEON children who attend a Delegate Agency provider with a certificate will be paid by approved schedule unless the provider requests/requires that payments be made based on actual time and attendance. 651 Discretionary Days Discretionary Days must be used for both approved schedules and actual attendance. Each eligible child is allowed 21 days per certificate period to be absent from care for any reason and the provider can be reimbursed for these days if the provider has obtained the parent/guardian’s written authorization prior to the reimbursement request. The parent/guardian and provider must be notified in writing when all 21 days have been used. Anything claimed over the 21-day limitation is the responsibility of the parent/guardian. Exception: Parents/guardians using multiple providers may not claim discretionary days for days that care was provided by another provider. Families that are subsidized based on an approved schedule must attend child care at least one day a week. If a child with an approved schedule attends at least one day in a week, they will not be required to use their discretionary days for days missed within that week and those days can be coded with the standard codes for documentation purposes. If a child misses an entire week, they must use discretionary days for each day of their approved schedule within that week. Note: When a family attends only one day per week for 2 or more weeks within a month, the parent/ guardian’s signature must be checked against the signature on file. The worker must sign next to the parent/guardian’s signature to indicate the signature has been verified. Families that are subsidized based on attendance must use a discretionary day for any days missed within a week. Absent Codes will no longer be used for subsidy paid based on attendance: • S = Sick 600-Provider Information [18] MTL 01/24 July 1, 2024
