2026 - 2027 I PY27 NH Fuel Assistance Program (FAP) Procedures Manual 60 15. EXPENDITURES AND PROCUREMENT
Fuel Assistance Program Expenditures
Each CAA will be asked to create a budget for the program year and the budget will consist of multiple types of expenditures:
• Program – These funds are limited to direct benefit payment for enrolled households. • Administrative – These funds are utilized for expenditures categorized as “Admin” expenses, including supplies, rent, mileage, postage, salaries and wages, and more. • Program Support – These funds are limited to salaries and wages only that are indirect program costs directly related to engagement and enrollment of clients. • Assurance 16 – These funds can be used for direct client services only - salaries, wages, and fringe benefits for staff who are completing Assurance 16 activities. CAA contracts will outline how much is available in each of these categories. FAP Directors at the CAAs will submit a proposed budget at the start of each program year utilizing budget templates for Administrative, Program Support, and Assurance 16 funding. The templates will be provided by NH DOE. Reimbursement requests for these three expenditures must be submitted monthly showing the actual cost of administering FAP at their agency.
Because the LIHEAP statute limits the state use for Administrative funds to not exceed 10% in a given program year, the budget templates must list any other Federal resources used by the agency to support FAP. CAAs must submit a request in writing to the DOE before using any other Federal funds (i.e. CSBG) in the administration of FAP. The state must ensure the total amount of Federal funds used to administer FAP must not exceed 10%.
Program Support Funds Program Support funding may be used for staff time spent on:
• Outreach • Prescreening and intake activities • System data entry and updating • File review • Intake appointments and interviews regardless of venue, including office, home visits, phone appointments, or other virtual visits • Associated fringe benefits and payroll taxes associated with the listed activities about In theory, these activities should closely align with the activities done by front line intake staff.
