2026 - 2027 I PY27 NH Fuel Assistance Program (FAP) Procedures Manual 59 CAA should deny the benefit. If any amount of the benefit was spent, the application should remain enrolled and staff can enter a note in the case that the benefit was not reissued due to lack of communication from the applicant. Should the applicant contact the CAA later, staff can remind them of a statement on their notification letter that reads, “Please notify this agency of any change of address. Failure to do so may result in the cancellation of benefits.”
Refunds received after Contract Expiration
Refunds received for program years that are no longer active are considered expired benefits. The funds are no longer available to the applicant or CAA and must be returned to NH DOE. This year, this includes any benefits issued in PY25 or earlier. Benefits from PY25 or earlier will not be entered into ECOS. If you receive a returned benefit from these expired contract years, you should follow the steps below to return the funds to NH DOE.
Returning Refunds to NH DOE
1. The CAA must send an email to the NH DOE FAP Administrator or designee requesting permission to return the refund. The email must indicate:
a. the FAP Program Year b. the applicant case number c. the vendor name d. the amount of the refund e. the reason for the refund f. a clear statement explaining why the refund does not belong to the client
2. NH DOE will reply with written instructions to generate a check to NH DOE in the amount of the refund to be returned, accompanied by the written approval with the pertinent information described above.
Should you have any questions regarding a benefit return, please contact the NH DOE staff.
