2026 - 2027 I PY27 NH Fuel Assistance Program (FAP) Procedures Manual 61 Non-Eligible uses: Please be aware that program support funding cannot be spent on eligibility determination activities. In other words, staff time spent on certifying applications is not an eligible use. For some agencies we understand that the intake functions and certification functions are performed by separate staff, for others we understand that these functions are performed by the same staff. In those instances, a time management system must be utilized in order to track those activities separately.
In addition, Program Support funding cannot be used to pay for staff for activities that would be considered administrative, such as financial operations, reporting, management, receptionist etc. Please consult with NH DOE staff if you have questions over whether a particular activity would be considered ‘Program Support’ or ‘Administrative’ prior to using Program Support funding for that activity.
Regarding indirect costs, Program Support will operate in the same manner as it does for Assurance 16. In other words, you may charge indirect costs for this funding, but it cannot be charged against Program Support.
