Division/Section Family Support Chapter No./Name 4 − Economic Stability (ES) Part No./Name B − Eligibility Factors Section No./Name B-800-FITAP Relationship Document No./Name B-820-FITAP Required Verification Effective Date May 1, 2024
3 of 4 Between Mother and 1st child – Relationship Verification coding should be ‘Birth Certificate.’ Between Mother and 2nd child – Relationship Verification coding should be ‘Pending Verification’ or ‘Client Statement’ if there is an associated SNAP case. Between the 1st child and 2nd child – Relationship verification coding should be ‘Reliable Reference.’ If ‘Pending Verification’ is selected as the relationship verification between the two children, LITE will also request verification for the 1st child. This would be incorrect as there is already a birth certificate on file for the 1st child.
NOTE: Conversion codes (data from legacy systems) must be reviewed and updated accordingly. LITE cannot determine correct relationships and eligibility if ‘Conversion Value’ is not updated to reflect the correct household situation.
* Paternity Establishment and Support Enforcement (PESE)
The PESE interface allows access to Vital Records to receive and verify birth record information that assists in establishing relationship for program applicants. Staff is allowed to view birth record information if provisioned in the Case Access role. Staff may use PESE to establish the relationship status and/or age of household members. PESE must be reviewed prior to requesting verification of relationship. PESE information can be accessed in LITE by two methods: by using the PESE On- Demand button in the ‘Case Info’ right navigation panel in the case record or by clicking the PESE button from the ‘Internal Links’ left navigation panel on the LITE Home screen. The PESE On-Demand button is displayed on the following screens within a case record in LITE from the ‘Case Info’ right navigation panel:
• Person – Details • Relationship – Details, and • Person Demographics – Details
To access the PESE via the On-Demand button, the Person - Details, Relationship - Details, or the Person Demographics - Details screens to conduct a search, the worker must:
• Click the PESE On-Demand button from the ‘Case Info’ right navigation panel to display the PESE website’s Search screen with the results pre-populated for the individual whose details are being reviewed. • If staff have not received authorization to access PESE, clicking the On-Demand button will result in being redirected to the PESE website with the following error messaged displayed: “You are not authorized to access this site. Please contact system administrator.”
