F. If an FS-2 is received that does not have a signature and changes were reported, process the FS-2, and navigate to the Pending Verification Summary screen to manually type in the RFI comments section that the FS-2 was received without a signature and request that the form be signed and returned. Scan the FS-2 into ECF and mail the original along with the RFI to the household.
G. The due date for the FS-2 when scanned into ECF will be the 15-day default task due date. A listing of FS-2s received for processing will be generated daily. This listing is to be used to monitor completion of the interim reviews.
H. IVR (Interactive Voice Response) allows individuals to initiate and submit no- change FS-2s through the Self-Service Portal (SSP). Worker Portal allows a SNAP Mid-Year Review to initiate through SSP if the following criteria are met:
1. The FS-2 is marked by Worker Portal as Review Required (status is updated by Worker Portal on the 25th of the previous month of the FS-2 due date), and 2. Individual age (as of IVR processing date) is greater than or equal to: a. 16 if Head of Household (HOH); or b. 18 if other than the HOH, c. The individual is eligible to receive benefits or ineligible due to not meeting technical eligibility criteria, such as refusing to provide a Social Security Number (SSN), etc. This does not include Intentional Program Violations (IPV). Excluded members, such as out-of- household, not a resident of KY, or an individual living in an ineligible facility, are not eligible to initiate a mid-review; and d. The date the FS-2 is initiated is on or prior to the 17th day of the mid- review due date month. If the 17th of the mid-review due date month is a weekend or holiday, the due date will be extended to the first business day following the weekend or holiday. I. If the individual indicates there are changes, they are advised to complete the FS-2 and upload the document, along with supporting documentation, through the SSP, or fax it to 502-573-2007. If they indicate no changes, they may proceed and sign via IVR.
Furthermore, when an FS-2 is initiated via the IVR, the same action cannot be performed in Worker Portal. If the individual does not agree to a voice signature, details are systematically loaded to the case, and the FS-2 is not processed. If the FS-2 is not completed by the last day of the mid-review due month, the case is discontinued.]
