Volume 2 - Supplemental Nutrition Assistance Program (SNAP) MS 6480 – R. 5/31/26 – OMTL – 695 SNAP Interim Review Overview
A. [Form FS-2, SNAP Mid-Review, is automatically generated to the appropriate households during the month before the midpoint of the household’s certification period.
Example: households with a 12-month certification period will receive Form FS-2 during the 5th month of certification.
If a household consisting entirely of elderly/disabled members without earned income is changed to include a non-elderly/disabled member or a member with earned income prior to issuance of benefits for the sixth month of the certification period, the household will then receive an FS-2 in the 5th month of certification.
B. Form FS-2 can be entered from the 25th day of the 5th month through the 17th day of the mid-review due month. If the form is not acknowledged by the 7th day of the mid-review due month, a notice is generated to inform the household that the SNAP case will discontinue unless the form and all necessary verification are provided and processed timely.
C. Determine the date the FS-2 was received as either the task received date or the date stamp on the form. If the FS-2 is received after the office closes, it is considered received the next business day. If the 17th day of the month the FS-2 is due falls on a weekend or holiday, the due date is extended to the next business day after the weekend or holiday.
D. If a blank FS-2 is received, meaning there is no signature and no questions have been answered, or if an FS-2 is received that has no signature and no changes reported, do not start the review. Generate a manual Request for Information (RFI) stating what is needed and the date the information must be provided to avoid discontinuance of benefits. Scan and file the original FS-2 into the Electronic Case File (ECF) and mail the original FS-2 and the RFI to the household.
E. If an FS-2 is received signed, initiate the review in Worker Portal and then:
1. Enter all changes reported on the FS-2 into the appropriate data collection screens. Enter the verification sources, if provided, run eligibility, and dispose of the case. 2. If verification is not provided, client statement is acceptable for the following elements unless questionable: a. household composition; b. residency; c. shelter expenses; and d. address. If not provided, request verification for income related fields, and run eligibility to generate an RFI to the household. 3. If no changes are reported, only navigate to the eligibility summary, run eligibility, and dispose the case.
