Volume 2 - Supplemental Nutrition Assistance Program (SNAP) MS 4040 – R. 8/31/26 – OMTL – 705 National Accuracy Clearinghouse (NAC)- Procedures
[For matches received during SNAP applications, recertifications, reactivations, or the addition of a SNAP household member, households are provided at least 10 days from the date a NAC match is received to provide the information requested to resolve the match. The match must be resolved to determine appropriate actions to take on a case. For households that fail to respond to a notice of match results by the due date, the agency must issue a notice of denial.
For expedited SNAP (EXSNAP) applications, if the match is cleared within seven calendar days from the application date, the household will be approved for EXSNAP. If the match is not cleared within seven calendar days, the household will be determined as regular SNAP.]
For matches received during a household’s certification period, the household is given at least 10 days from the date a combined notice of match results and adverse action is mailed to respond with the information requested. If the household fails to respond by the due date in the combined notice, the individual indicated in the NAC match will be removed from the SNAP Eligibility Determination Group (EDG) and benefits adjusted accordingly.
A. Resolving and Verifying NAC Matches
1. The agency must notify the individual of the match in a language and format they can understand.
2. Staff may use case closure information received through NAC or from other verification received from out-of-state agencies to make an eligibility determination without requiring additional verification.
3. Individuals can provide documentation from other state agencies to verify their case closure.
4. SNAP discontinuance information from another state that is deemed questionable must be verified with additional documentation. Benefits must not be issued if questionable information cannot be verified.
5. No action can be taken to deny, terminate, suspend, or reduce SNAP benefits based on information received from NAC until the information has been verified, the individual has been notified of the match, and the individual has been given an opportunity to respond or provide required verification timely, if necessary.
6. When a SNAP application is withdrawn, and there is a valid open and/or pending Review NAC Match task, staff will review the NAC task to validate or invalidate and mark the task complete. Upon submission of the withdrawal, the system will send NAC updated information.
