MS 3450* [1] Volume 2 – Supplemental Nutrition Assistance Program (SNAP) MS 3450* – 8/1/26 – OMTL – 704 Transitional Supplemental Nutrition Assistance Program (TSNAP) - Overview
TSNAP assists SNAP households in which all members receive Kentucky Transitional Assistance Program (KTAP) but are expected to lose KTAP eligibility due to earned income that exceeds the applicable income limit for each SNAP household (once all earned-income disregards and time-limited deductions are exhausted). SNAP benefits for these households will be adjusted to remove the KTAP amount and then remain at that benefit level for five months. During the household's transitional period, if fewer than five months remain in the household’s current certification period, the certification period will be extended to provide a five-month transitional benefit period. If the five-month transitional period requires the household's certification period to be shortened, a Notice of Adverse Action is not required. A Notice of Eligibility must be sent to inform the household: A. The SNAP household is approved for TSNAP and the effective dates of their new five-month certification period; B. The household will be required to complete a recertification at the end of the five months to determine eligibility for ongoing regular SNAP, but can recertify TSNAP at any time during the transitional period if expenses increase or income decreases; C. If TANF is reapproved during the transitional benefit period, a SNAP recertification should be completed at the same time; D. Only changes in state or federal means-tested programs or changes to the Basis of Issuance will affect the transitional benefits amount; E. The household is not required to report or provide verification of any changes for SNAP until the recertification; and F. The Department for Community Based Services (DCBS) will not act on any changes that the household reports during this transitional benefit period. If expenses increase or income decreases, the household can complete an early recertification. If a household chooses to recertify during the mid-transitional benefit period but fails to provide all necessary verification, the household will revert to TSNAP for the remainder of the five months. If the household's benefit amount decreases with regular SNAP when they recertify early, they can choose to withdraw the application for recertification and revert to the higher transitional benefit allotment for the remainder of the five-month transitional period.
