Volume II OMTL-633 Supplemental Nutrition Assistance Program R.10/1/23 MS 3370 ESAP DENIAL AND DISCONTINUANCE REASONS (1) If during their certification period an Elderly Simplified Assistance Project (ESAP) household becomes ineligible for ESAP but remains eligible for the Supplemental Nutrition Assistance Program (SNAP), Worker Portal will remove the household from the ESAP Type of Assistance (TOA) and convert the household to a regular SNAP household in accordance with the simplified reporting regulations. However, the system will maintain the ESAP certification period. Once converted to SNAP, the household will no longer be covered by any ESAP rules except for the 36-month certification period. Households must be notified of the changes in their status and responsibilities at the time they are removed from the ESAP TOA and converted to regular SNAP. At the end of the 36-month certification period, Worker Portal will assign eligible households who complete normal SNAP recertification requirements the appropriate certification period according to regular SNAP policy. Use the following procedures when calculating certification changes or mid-review requirements when program eligibility changes: A. Transfer from SNAP to ESAP: 1. The system shall calculate the ESAP recertification due date as 36 minus the number of months which have been received in the current certification period. This includes denial months. 2. The FS-2 due date shall be nullified or invalidated if mid-review due date is a future date. 3. If the household has been approved for ESAP after the FS-2 notice has been sent and before it has been received by the agency, the case worker might have to review the changes on the FS-2 and process the changes as “Report a Change”. 4. The system shall not transfer to ESAP without initiating recertification if system run date is on or after 15th of 35th month of SNAP certification period. B. Transfer from ESAP to SNAP: 1. The system shall retain the existing ESAP certification period if the household transfers from ESNAP to SNAP. however, the household will be subject to a mid-review based on when the transfer occurred. 2. Transferred to SNAP on or before the 15th of the 11th month of certification period: a. Household shall receive an FS-2 notice on 15th of the 11th and 23rd months of the ESAP certification period.
