MS 3360 ESAP RECERTIFICATION PROCESSING (1)
[All Elderly Simplified Application Project (ESAP) cases are certified for 36 months. ESAP households must complete and return the ESAP-2 renewal form by the 15th day of the 36th month of certification to avoid any interruption in benefits. A. The recertification interview is waived for ESAP households unless:
1. The renewal form is not provided timely, or verifications are not complete; 2. The household will be denied ongoing eligibility; 3. Verification provided by the household or authorized representative is questionable, incomplete, or contradictory; or 4. The ESAP household requests an interview.
B. Upon receipt of the ESAP-2 renewal form, the agency must re-verify the following:
1. Non-citizen status; 2. Household size; 3. Shelter; 4. Medical Expenses exceeding $35 per month; and 5. Any unclear or questionable information.
Act upon form ESAP-2 no later than 30 days from receipt of the form. The recipient must be able to access the benefits no later than the 30th day from receipt of the renewal. If the renewal is initiated on or after the 16th, it will be considered untimely and the household loses its right to uninterrupted benefits and maintenance of its normal issuance cycle.] The case may be renewed for another 36 months upon completion of the recertification process. If staff become aware that a regular Supplemental Nutrition Assistance Program (SNAP) household is eligible for ESAP during an application or recertification interview, including households that were former ESAP participants removed from the demonstration due to changes in circumstances, Worker Portal will add these households to the demonstration and staff will inform the households of their new status, reporting procedures, and responsibilities.
Additionally, the agency will mail a reminder notice of reporting requirements to ESAP households at the 12-month and 24-month mark reminding households of their reporting requirements and how to report changes.
