Volume 2 - Supplemental Nutrition Assistance Program (SNAP) MS 3160 - R. 6/30/26 – OMTL – 630 Categorical Eligibility
A. [Households that receive one of the following benefits are Categorically Eligible (CE) for SNAP unless the household meets the description of a non- categorically eligible household in B:
1. All household members receive Temporary Assistance for Needy Families (TANF) cash benefits or in-kind TANF benefits. If all members are authorized to receive or currently receive Kentucky Transitional Assistance Program (KTAP), Kinship Care, Work Incentive Reimbursement (WIN), or Family Assistance Short Term (FAST), the household is categorically eligible.
2. All household members are Supplemental Security Income (SSI) recipients. If income or resources for an SSI recipient are discovered and have not been reported to the Social Security Administration (SSA), contact SSA and provide them with all appropriate information. These members remain categorically eligible for SNAP as long as they continue to receive SSI.
3. Households that receive the TANF-funded information sheet that is generated at application, which makes them aware of other programs in which they may qualify, are considered Expanded Categorically Eligible (ECE) unless the household income is over the following income limits. Eligibility is limited to:
a. Non-elderly/non-disabled households with gross income of 130 percent of the Federal Poverty Level (FPL) or less.
b. Households in which all members are elderly/disabled with gross income of 200 percent or less than the FPL.
ECE households must be under the net income for their household size.
B. The following households are not CE or ECE for SNAP:
1. Households where all members reside in an institution.
2. Households with a member who is disqualified for certain reasons from SNAP. If the household contains any member(s) who has an active Intentional Program Violation (IPV) disqualification, a disqualification for not cooperating with the conditions of probation or parole, or a work disqualification on the head of household, the household cannot be CE or ECE.]
