ESA SNAP Policy Manual 244 Nominee: This person will receive an EBT card with their name on it and will be able to access the SNAP household’s cash and food benefits on its behalf (food and cash only). Courier: This person can pick up the SNAP EBT card from the EBT office (food and cash only). 22.3 Replacements for Household Misfortunes Replacement SNAP is available at any time and does not require a major disaster declaration such as Disaster SNAP (D-SNAP). To receive replacement benefits, a customer must already be receiving a SNAP allotment at the time food purchased with SNAP benefits was lost due to a misfortunate event. A household’s misfortunate events include loss of food due to a non-major disaster such as a severe storm, flooding, power outage or fire. The following are general requirements for receiving replacement SNAP benefits: The household must have received an allotment for the month during which the food loss occurred. The household has purchased food with its SNAP benefits, and this food was destroyed due to a household misfortune, including: − Severe storm − Fire − Flood − Power outage lasting at least four hours − Refrigerator or freezer equipment failure − Other household misfortunes (contact the Policy Unit for other situations) The household has reported the loss to ESA orally or in writing within 10 days of the loss of the food. A member of the household has submitted a signed DHS Form 1696, Replacement of SNAP Benefits, attesting to the household loss, and ESA received the form within 10 days of the report of the loss. ESA must verify the loss, usually through collateral contact, documents from companies and agencies such as the Red Cross or Pepco or home visit. − Note: The amount of the loss does not need to be verified. ESA has 10 days after the household reports a loss or two business days after receiving the DHS Form 1696, whichever is later, to provide replacement issuances. The amount of replacement benefits is limited to the household’s monthly SNAP benefit amount unless the issuance includes restored benefits that must be replaced up to their full value. There is no limit on the number of times a household may receive replacement SNAP due to a household misfortune. A household may not receive replacement SNAP and a D-SNAP benefit for the same time period. Return
