ESA SNAP Policy Manual 123 The Notice of Adverse Action must be sent even if the case was closed for other reasons. If the case was closed for other reasons and the household reapplies within the disqualification period, the disqualification will be imposed. The start date of the disqualification period will begin the first month following 15 days from the date the adverse action notice was sent unless a fair hearing is requested.
