ESA SNAP Policy Manual 124 Chapter 10 Chapter 10. Resource Eligibility 10.1 Determining Countable Resources/Assets Assets include cash, bank accounts, other liquid assets, nonliquid financial assets and any real or personal property that a member of an assistance household owns. ESA applies resource standards to all applicants and households unless the household is categorically eligible (see Chapter 4, Categorically Eligible Households). ESA counts the value of all assets that are available and not explicitly excluded. Assets are available if a customer has both legal authority and actual ability to use the assets for self-support. When a customer owns an asset in whole or in part, ESA presumes the asset is wholly available unless the customer proves it is not available. A customer may prove unavailability by verifying a legal or other actual barrier to disposal of the asset that they cannot reasonably overcome. ESA must count the assets of all people included in the household, including the assets of ineligible and disqualified mandatory household members. ESA must also count assets for a financially responsible person not included in the household, as described in Section 10.5, Deemed Assets. Table 25.2.a, Treatment of Assets Chart, describes asset types and whether they are countable or excluded by program. In the context of this chapter, “resources” and “assets” refer to the same thing and are used interchangeably.
