ESA SNAP Policy Manual 91 − If the Work Number results show an active employment status but the employee address is not in the District and no other documentation exists to verify residency, ESA will hold the application as pending for proof of residency. − The Work Number results must always be uploaded and correctly associated with the household in ESA’s document system. If residency cannot be verified through readily available documentation, ESA will hold the application as pending for proof of residency. If the customer is unable to provide proof of residency, collateral contact with someone outside the household may be used. The collateral contact must be someone who is outside the household and can provide accurate and reliable information regarding the individual. The best collateral contacts would be from employers, landlords or homeless/social service agencies working with the individual. Documentation of the collateral contact must be in the case notes. For example: − “Customer unable to provide residency verification; SSR reached out to Jane Jones (202-555- 5555) on 10/1/2021 at 4:30 pm from N Street Village who verified customer is staying at the N Street Village shelter” If verification, including use of a collateral contact, cannot be obtained due to homelessness, migrant/seasonal farmworker status or other unusual cases, self-attestation is sufficient. In these rare circumstances, ESA must document all efforts made to independently verify the customer’s self- attestation of residency. 8.1.8 Change in Residency If the applicant has moved from another state and indicates that they did not receive, or did not redeem, benefits from the other state in that month, ESA may accept their declaration, request verification from the other state and issue benefits for the month of application if the household is otherwise eligible. If the applicant acknowledges receiving benefits, the application may be used to establish eligibility for the first month for which benefits were not received from the other state. Assistance must terminate at the end of the month in which an individual moves to another state. Legal Authority Residency (federal): SNAP: 7 CFR § 273.3, 7 CFR § 273.2(f)(1)(vi)
