ESA SNAP Policy Manual 90 8.1.7.1 When to Verify Residency Initial: Residency must be verified except if verification cannot be obtained because the customer is experiencing homelessness, is a migrant/seasonal farmworker or has other unusual circumstance. If verification, including use of a collateral contact, cannot be obtained due to homelessness, status as a migrant/seasonal farmworker or other unusual cases, self-attestation is sufficient. In these rare circumstances, the caseworker must document all efforts made to independently verify the customer’s self-attestation of residency. Mid-certification/interim contact: ESA will not reverify unless it has information that indicates the customer may no longer be a District resident. Recertification: ESA will not reverify unless it has information that indicates the customer may no longer be a District resident. Changes: ESA will not reverify unless it has information that indicates the customer may no longer be a District resident. Residency should not be reverified for the sole reason that the verification document used previously for residency verification has expired. For example, if a driver’s license was used at initial application to verify residency and has expired at recertification, ESA cannot request that the customer reverify residency. The only time ESA should request reverification is if ESA has information that the customer is no longer residing in the District. 8.1.7.2 How to Verify Residency Documentation used to verify other factors of eligibility, such as a rent receipt/agreement, mortgage payments, utility bill or current driver’s license, must be used to the greatest extent practicable to verify a customer’s residency claim prior to requesting separate verification of residency from the customer. Prior to holding an application as pending for residency or temporarily approving SNAP on an expedited basis with postponed verification of residency (if applicable), ESA must: Check to ensure the household has not already submitted verification that can be used to verify residency. In most cases, documentation used to verify other factors of eligibility is acceptable to verify residency when the documentation indicates a District residence address or place of residency. This includes a recent utility bill, ID card, current rent agreement, written statement from a District shelter, etc. If the customer is currently certified for SNAP or cash assistance programs and District residency is verified for the other program, ESA must consider residency verified and document it in case notes. For example: “Residency verified because customer is currently participating in Medicaid and residency was verified for Medicaid on 11/15/2021 under IA# 999999.” At initial and recertification, the Work Number must be checked for all adult household members. − If the Work Number results show an active employment status and the employee address is in the District, ESA will use this as verification of residency as long as the application also indicates the household resides in the District (the street addresses do not have to match).
