Describe how the State agency ensures that costs attributed to the E&T program are not supplanting funds used for other existing educational programs. All costs are vetted using the "supplement, not supplant" model. Meaning that federal funds cannot be used to perform a service that would normally be paid for with state or local funds. Clients are allowed to receive transportation assistance and any other supportive payments based upon assessed need while enrolled in this component. When conducting a comprehensive employability assessment with a client, EF PO workers determine if other funding options can be used for the client’s education costs before E&T funds are used. EF PO workers are required to document this determination through a CBMS case comment and provide appropriate documentation to further demonstrate that E&T funds are not supplanting non-federal funds when appropriate (such as an invoice or document that shows a student’s education is being paid by another funding source) and the State EF team will monitor and review for this evidence during the State’s ongoing oversight process. 70
