Cost parity. Describe how the State agency ensures that costs charged to E&T do not exceed the costs charged for non-E&T participants. EF POs ensure that E&T participants and non-E&T participants are charged the same for services provided by vendors. Costs are prorated by program; EF is only invoiced for E&T participants. For example, if a class consists of 80% E&T participants EF is only invoiced for 80% of the instructor’s salary. Before being paid all costs are vetted using the prudent person principle and determined if said costs are reasonable, allowable, and necessary for the client's participation in the component. EF POs are also required to search for competitive pricing in the local area when providing supportive payments. This cost parity is verified during the State’s ongoing oversight process. 71
