Establishment
(A) In general The Secretary shall establish an interstate data system, to be known as the “National Accuracy Clearinghouse”, to prevent multiple issuances of supplemental nutrition assistance program benefits to an individual by more than 1 State agency simultaneously.
(B) Data matching The Secretary shall require that State agencies make available to the National Accuracy Clearinghouse only such information as is necessary for the purpose described in subparagraph (A).
(C) Data protection The information made available by State agencies under subparagraph (B)— (i) shall be used only for the purpose described in subparagraph (A); (ii) shall be exempt from the disclosure requirements of section 552(a) of title 5 pursuant to section 552(b)(3) of title 5 , to the extent such information is obtained or received by the Secretary; (iii) shall not be retained for longer than is necessary to accomplish the purpose in subparagraph (A); (iv) shall be used in a manner that protects the identity and location of a vulnerable individual (including a victim of domestic violence) that is an applicant for, or recipient of, supplemental nutrition assistance program benefits; and (v) shall meet security standards as determined by the Secretary.
