26 POPULATION 2/UNBORN OPTION: Delivery System. This separate CHIP population receives coverage under the unborn option, and is modeled after coverage provided to pregnant women under the Medi-Cal program. Coverage for this population is primarily delivered on a Fee-for-Service (FFS) basis under Medi-Cal. However, individuals residing in a county with a COHS must receive coverage through the managed care delivery system under Medi-Cal.
Administration. Medi-Cal is California’s Medicaid program and is administered by DHCS.
POPULATION 3/MCAP: Delivery System. This separate CHIP population also receive coverage under the unborn option (similar to Population 2). However, this coverage is the same as state employee benchmark coverage. Service delivery in MCAP is provided through a public-private partnership, where DHCS contracts to have private health plans administer coverage. Up to eight different health plans work with the private contractor to deliver services. These health plans are HMOs and contract with DHCS to participate in both the Medi-Cal and CHIP Program.
Administration. The MCAP program is administered by DHCS, which contracts with the private sector to provide subsidized coverage for beneficiaries. To cover the full cost of care, California uses Proposition 99 tobacco tax monies to subsidize subscriber and contributions, while the subscriber pays 1.5 percent of their adjusted annual income (please see cost sharing section for more details on cost sharing for this population).
POPULATION 4/MCAIP: Delivery System. California’s MCAIP offers coverage to newborn children born from mothers who received MCAP (see Population 3 above) through the first two years of life. This separate CHIP population receives coverage that is provided through Medi-Cal’s Managed Care delivery system. California’s approach to serve targeted low-income children is through an integrated system of care.
Administration. Medi-Cal is California’s Medicaid program and is administered by DHCS.
SPECIALIZED SERVICES
To meet the special needs of children, the CHIP program will also ensure the provision of necessary specialized services beyond those offered through the comprehensive insurance package in a coordinated manner. The CCS program and county mental health departments will address the significant needs of the minority of children whose needs may not be fully met under an insurance benefit package. The CCS program will provide case management and treatment for chronic, serious, and complex physically
