19.3.10 OVERPAYMENT OF SCA When WVSCA is received in error, it is subject to repayment according to the WV WORKS repayment policy. If the Worker learns, for example, that a child is no longer in the home or that a child who is a caretaker relative has received WVSCA, the overpayment of WVSCA must be repaid. Whenever possible, repayment of the overpayment must be accomplished by the return to the local office of the benefit for which the client was not eligible. Otherwise, normal repayment procedures in 11.3 apply. The following sub-sections outline actions which are taken to recover an overpayment by returning the benefit. 19.3.10.A Client Returns All Benefits • The Financial Clerk gives the client a receipt for the benefits. • If appropriate, the Worker takes action to correct the case. • The Worker records comments in case comments to document case activity.
19.3.10.B Client Returns a Portion of the Benefit • The Worker asks the client to return the amount of the benefit to which he was not entitled. • The client completes and signs the IG-IFM-BENPAY-1 or gives verbal permission for removal of those benefits. • The Supervisors in the local office may complete the IG-IFM-BENPAY-1 and remove the SCA benefits from the EBT account using the administrative terminal. • The Financial Clerk issues a receipt to the client. • The Worker records information in case comments to document the return of the benefit(s).
