19.3.9 CORRECTIVE ACTION Procedures regarding issuing benefits that were not issued due to an incorrect birth date, relationship code, enrollment status, or when a child enters the household after WVSCA issuance can be found in the SCA Desk Guide issued for the current program year. Corrective action is required in the following circumstances: • When the error is due to an incorrect birth date in the eligibility system; • When a WVSCA-eligible child is added to a case after WVSCA benefits have been issued; If the client signs the IG-IFM-BENPAY-1 or gives verbal permission for removal of those benefits, then follow the procedure listed below. • Supervisors in the local office may complete the IG-IFM-BENPAY-1 and remove the SCA benefits from the EBT account using the administrative terminal. • If the supervisor is unable to remove the benefits, he/she just needs to note that in the email when the IG-IFM-BENPAY-1 form is scanned to the Repayment Investigator. • The primary person may give verbal permission to remove the benefits. • The following information must be in the recording on CMCC – e.g., Mrs. Jane Doe gave verbal permission to remove $200 from her EBT card for SCA benefits issued in error. • The Worker would also write that on the signature line for the client and date it. Then they would send the client a copy of the IG-IFM-BENPAY-1. • The Worker must scan the IG-IFM-BENPAY-1 to the Repayment Investigator for his/her county to complete the repayment process. • An eligibility override will need to be completed in the correct case to issue SCA benefits using reason code 925 (WV WORKS SCA) or 926 (Governor’s SCA). When a client returns clothing purchased with an WVSCA benefit, he must not receive a cash refund or store credit. He must exchange for purchases allowed by the WVSCA program. NOTE: If the other primary person is willing to allow the other to have access to the SCA benefit. Please record in both cases and highlight around it to bring attention to the recording.
