West Virginia Income Maintenance Manual Page 80 Chapter 15 Noncitizens, Refugees, and Citizenship
15.8.11.A.1 Referrals for SSI Benefits All noncitizen individuals determined eligible for Refugee Cash Assistance or Refugee Medical Assistance, who are over the age of 65, and appear to meet eligibility requirements for Supplemental Security Income SSI at the time of application are referred to the Social Security Administration. The local office will explore the noncitizen’s potential of being eligible for SSI. If the Worker determines that the individual may be eligible, then the client must be referred to the Social Security Office to apply for SSI. If the client is approved for SSI, at the time of reception, RCA and/or RMA Benefits must be scheduled to close, after advanced notice. 15.8.11.A.2 Referrals for Social Security Card/Number Referrals to the Social Security Administration should also be made for any noncitizen individual without a Social Security Card/Number at the time of application. This will facilitate registration with Workforce WV activities. The client will be allowed a 60-Day Grace Period to register with Workforce WV while the client’s SSA application for a Social Security Number is pending. Please refer to the note in Section 15.8.11.1 INTRODUCTION for information regarding the requirement for case follow-up after a referral to the SSA. 15.8.12 TIME LIMITS FOR PARTICIPATION The "Date of Entry" to the U.S. is very important and must be recorded in the case record. The RCA and RMA programs are limited to four months for noncitizen individuals whose Date of Eligibility is on or after May 5th, 2025, 12 months for individuals whose Date of Eligibility falls before May 5th, 2025. The time limit (Duration of Allowable Issuances) begins from the date of eligibility and includes prorated months before the date of application. The Date of Eligibility is typically the Date of Arrival into the U.S.; however, for Asylees, the DOE is the grant date for the status. The State has no provisions for this program past the period of eligibility. Case Maintenance requires a termination of benefit, manually initiated by the local office, to comply with timeliness requirements.
