Rule making.
The department shall promulgate all of the following rules: 1.

Establishing criteria and procedures for a determination by the department under par. (d) that a resident be relocated from a facility after March 31, 1990, and before December 31, 1993.

Establishing standards for the conduct of hearings under par. (f).
