Terms.
The department shall promulgate rules establishing the terms of any job access loan, including all of the following: 1.

The maximum and minimum loan amounts in any 12-month period.

The terms and conditions of repayment. The rules promulgated under this subdivision shall provide for repayment by performance of in-kind services. The rules shall establish criteria that the Wisconsin works agency shall use to approve in-kind repayment of loans.
